Libya's largest-capacity refinery by nameplate (220,000 b/d per industry trackers), part of a wider Ras Lanuf petrochemical complex, has been shut down since February 2011 amid civil war and a subsequent decade-long ownership dispute between the National Oil Corporation (NOC) and UAE-based Trasta Energy over their 50-50 joint venture, LERCO. NOC announced on 11 May 2026 that Trasta transferred its entire LERCO stake, giving NOC full ownership; the corporation says this opens a new phase to rehabilitate and reactivate the complex, though no confirmed operating date has been announced -- this listing records it as currently offline, not as producing.
